Licensed online craps sites in Pennsylvania
Online craps in Pennsylvania rests on its land casinos. An online licence, which the state calls an interactive gaming certificate, attaches to a Pennsylvania casino, and an operator can run a site on that casino’s behalf. The Pennsylvania Gaming Control Board approves both sides of that arrangement and publishes the brands it regulates on a single page.
That page, checked September 28, 2026, lists twenty-four brands. Twelve of them are operators we cover for craps: Bally Bet, bet365, BetMGM, BetRivers, Borgata, Caesars Palace, DraftKings, Fanatics, FanDuel, Golden Nugget, Hollywood Casino Online and Horseshoe. Hard Rock Bet, which we cover in New Jersey, does not appear on the Pennsylvania list.
The licence lines show which casino stands behind each site. BetRivers runs on behalf of Rivers Casino Philadelphia and Rivers Casino Pittsburgh. BetMGM and Borgata both operate under an agreement with Rivers Casino Philadelphia. bet365 partners with Presque Isle Downs and Casino in Erie, and DraftKings names Hollywood Casino at Penn National Race Course as its host.
Licence numbers you can check
Several sites print a licence number in their Pennsylvania terms. BetMGM cites Interactive Gaming Operator License No. 115293, and BetRivers’ operator, Rush Street Interactive PA, cites licence 110298. Golden Nugget states PGCB License #130272-1, and Bally Bet cites licence number 142829-4. Fanatics operates through PointsBet Pennsylvania with Hollywood Casino at Penn National and Hollywood Casino York.

Two patterns shape online craps in Pennsylvania. BetRivers is the only operator with craps confirmed in all three formats in Pennsylvania, and it is also the top-rated app in the table. And not one offer plainly lets craps count. The closest is FanDuel, whose terms neither name craps nor exclude it, and that is wording, not a promise.
Bonuses and craps in Pennsylvania
For online craps in Pennsylvania, the offer terms matter more than the headline. We checked every welcome offer on September 28, 2026, and exclusion is the rule. Offers change often, so treat this as a snapshot and confirm the current terms on the operator’s own promotions page before you commit a deposit to any of them.
BetRivers runs a Pennsylvania-only offer: a 100% deposit match up to $250 in bonus money plus 500 Bonus Spins, with the code PACASINO250. The bonus money is wagered once, but roulette, craps, baccarat, sic bo and live dealer table games are excluded. It is a generous 1x playthrough that a craps-only player simply cannot use.
DraftKings and Golden Nugget run the same multi-state offers they run in New Jersey. DraftKings pays 1,000 Flex Spins after a $5 qualifying wager, and craps wagers do not count toward that $5. Golden Nugget offers a choice of $50 in Crown Cash or 500 Flex Spins and excludes craps games from both options.
Slot-first offers
bet365 matches a deposit up to $1,000 but counts only a named list of slots toward its 15x requirement. Caesars Palace pairs a $10 no-deposit bonus with a match up to $1,000, both on select slots. Horseshoe’s 500 Bonus Spins cannot be used on table games, and Bally Bet’s up to $500 reload bonus counts only slot wagers toward qualifying.
Some terms could not be read. BetMGM’s terms do not say how craps counts toward its deposit matches, and Borgata shows its deposit-bonus terms only after sign-up. Hollywood Casino runs one offer in every state, Pennsylvania included: bet $5 and get 300 Bonus Spins. Those spins are played on slots, so the offer adds no value at the craps table.
The practical reading is simple. Choose a Pennsylvania site for its craps tables, not its welcome offer, and size your dice bankroll without counting on bonus money. If you play slots as well, the spins can still be worth taking, but they will not stretch a session at the pass line by a single roll.
Live craps in Pennsylvania: live dealer, first-person and bubble
Live craps in Pennsylvania is confirmed at three operators: BetRivers, BetMGM and Borgata all list a live Craps table in the state. First Person Craps, Evolution’s software version of the studio table, is confirmed for Pennsylvania at BetRivers. Six other operators licensed here list it in their New Jersey lobbies, including DraftKings, Golden Nugget, FanDuel and Hollywood Casino, but our checks could not see their Pennsylvania lobbies. Look for the tile after you log in before counting on it.
Bubble craps is a New Jersey sighting
Bubble craps, rolled inside a sealed dome, is the clearest case. DraftKings and Golden Nugget both list Bubble Craps Live from BlackThrone in New Jersey, at a $1 minimum and a $5 High Limit version. We could not confirm either table for Pennsylvania, so treat bubble craps as unverified in the state. Our bubble craps page explains the machine.
RNG tables confirmed in the state
For online craps in Pennsylvania, RNG games are better documented. BetRivers, Caesars Palace and Horseshoe all list Play’n GO’s Go Craps for Pennsylvania, and Bally Bet lists an RNG Craps table in the state. None of those tiles posts a limit before login. RNG tables never close, which suits a player who logs in late after a shift ends.
Pass line with odds against the Iron Cross
Online craps in Pennsylvania tempts you to cover the layout, because a click costs nothing. The race below runs two approaches side by side on the same dice: a pass line bet backed with odds, and the Iron Cross, which covers the field plus place bets on the 5, 6 and 8. Watch which bankroll lasts longer.
The result follows from the numbers in the bets themselves. A pass line bet costs 1.414% of each dollar decided, and with 3-4-5x odds the combined edge falls to 0.374%. The Iron Cross leans on the field at 5.556% and the place 5 at 4.000%. More numbers covered means more rolls that win, and more money lost overall.

Signing up: age 21, identity checks and geolocation
Sign-up asks for the details a bank would: full legal name, date of birth, home address, phone number and the last four digits of your Social Security number. The site checks them against official databases in the background, and most accounts are approved within minutes. You must be 21 or older to open one.
When the records do not line up, perhaps after a recent move, the site asks for a driver’s license or passport and a proof of address. It feels like a hurdle, but it is a condition of the operator’s licence. It also means nobody can easily open an account in your name or withdraw your balance.
Staying inside the state line
Pennsylvania lets you bet only while you are physically in the state. Residence does not matter, so a visitor staying in Pittsburgh can play, while a Pennsylvanian on holiday in Ocean City, Maryland, cannot. The site checks your position before each session through GPS, nearby Wi-Fi networks or a small desktop location app.
Border towns can trip the check. Players near the Delaware River opposite New Jersey, or along the Ohio and New York lines, sometimes see a blocked message because the device reads a signal from across the border. Connecting to home Wi-Fi usually sorts it out. A VPN never does, and licensed sites treat one as a red flag.
Deposits and withdrawals on Pennsylvania sites
Payment lists were thinner for Pennsylvania than for New Jersey in our checks. Bally Bet’s Pennsylvania cashier names Visa, Mastercard and VIP Preferred, with Visa Direct and Mastercard Send for withdrawals. BetMGM and BetRivers publish long method lists, but we captured those only for New Jersey, so open the cashier and confirm what works in Pennsylvania.
On the way out, money usually returns through the method that brought it in. The first withdrawal is often the slowest, because the operator finishes its verification before releasing funds. How to check a Pennsylvania online casino is licensed
Start with the Board’s own page of interactive gaming operators. The Pennsylvania Gaming Control Board says it exists so you can verify a site is regulated before you bet, and it links each brand to its approved site. If the brand or the web address is not on that page, the site holds no Pennsylvania licence.
The Board also tells players to look for its official logo on every licensed operator’s site and materials. A licensed Pennsylvania online casino names the Board and usually its partner casino in the terms or footer, as BetRivers does with Rivers Casino Philadelphia and Rivers Casino Pittsburgh, and it checks your location before real-money games load.
Offshore sites offering online craps in Pennsylvania fail every test. They are missing from the Board’s list, carry no Pennsylvania licence line and leave you with no regulator to call if a withdrawal stalls. The Board’s offices are at 303 Walnut Street in Harrisburg, and it answers the phone on 717-346-8300, which is a useful number to keep.
Land-based craps in Pennsylvania
Craps in Pennsylvania did not start online. The state added table games to its casinos in 2010, and we count twelve casinos with a live dice game today. Five are in the Philadelphia area, three around Pittsburgh, three across the Lehigh Valley, the Poconos and the northeast, and one, Presque Isle Downs, in Erie.
Two of them publish something useful. Mount Airy Casino Resort in Mount Pocono lists 10x odds behind the line, and at 10x the combined pass line edge drops to 0.184%. Live! Casino & Hotel Philadelphia lists Bonus Craps, a side bet whose All Small and All Tall parts carry a 7.761% edge. Our page on side bets covers the rest.
The other casinos do not publish minimums or odds limits, so call the table games desk on the day and ask for both. Parx in Bensalem and Wind Creek in Bethlehem are large floors where more than one table is often open. If you want to rehearse first, our free craps table uses standard rules.
