Delaware Online Casino Craps and the State's Three Casinos

A Delaware online casino is not a brand you pick from a crowded list. The state runs internet gaming through the Delaware Lottery, and the Lottery's own iGaming page sends players to just three places online: Delaware Park, Bally's Dover and Harrington. All three now run on platforms powered by BetRivers, and all three are racetrack casinos on land.

This guide explains how that system works, what the Lottery says about age and location, what we could and could not confirm about craps on the three sites, and where you can throw real dice in Delaware. Every fact comes from the Lottery's pages, the operators' own sites or the casinos themselves, checked on September 28, 2026.

How the Delaware online casino system works

Most states that allow internet casinos license private operators one by one. Delaware put its online games under the state Lottery instead. The Lottery’s iGaming page describes the current arrangement in one line: internet games available through Delaware casinos, with online slots, table games and online sports on new platforms powered by BetRivers.

The rules behind it are the Delaware State Internet Lottery Regulations, which the Lottery links from the same page to the state’s regulations website. You will not find a dozen apps competing for Delaware players. You will find three casino-branded sites, each tied to a property you can drive to, all sharing one technology supplier.

The Lottery’s page is also clear on who may play. You must be 21 years old and physically in the state of Delaware. The second condition is about where you are when you play, not where you live, so a visitor in Wilmington qualifies and a Delaware resident sitting across the line in Maryland does not.

The three sites: Delaware Park, Bally’s Dover and Harrington

The Lottery names the sites in a fixed order: Delaware Park, Bally’s Dover, Harrington. Each has its own address on the BetRivers platform, and each carries the name of the racetrack casino behind it. BetRivers is the brand of Rush Street Interactive, which runs regulated online casinos in New Jersey, Pennsylvania, Michigan and West Virginia.

Delaware Park sits in Wilmington, Bally’s Dover in the state capital and Harrington Raceway & Casino further south, with both of the last two giving DuPont Highway addresses. We could not compare their game lists, so we do not rank them. If you already play at one of the properties, its own site is the obvious place to look first.

What craps the Delaware online casino sites carry

Here is the honest answer: we do not know. The Lottery’s page promises table games but names none, and our checks ran from a New Jersey connection, so the three Delaware lobbies stayed closed to us. This page therefore makes no claim that any particular craps title is live on a Delaware online casino site today.

What we can show is what the same platform carries elsewhere. In our BetRivers review, the lobby lists a live Craps table and First Person Craps across New Jersey, Pennsylvania, Michigan and West Virginia, plus an RNG game called Go Craps in the last three. Delaware’s sites may carry some of these, all of them or none.

The formats are worth knowing either way. An RNG table settles each roll with a random number generator and moves at your pace. A live table films real dice in a studio, on the dealer’s schedule. First Person Craps is an animated table from Evolution. Our online craps guide walks through each one in detail.

Promotions and craps on the Delaware sites

We saw no Delaware welcome terms, so this page describes none. The pattern on the same platform elsewhere is still useful. BetRivers’ offers in New Jersey and Michigan, checked September 28, 2026, exclude craps, sic bo and related games, and its Pennsylvania offer excludes craps together with roulette, baccarat and live dealer tables.

That exclusion is not a quirk of one brand. Across the thirteen operators in our online craps reviews, most welcome offers leave craps out, because a pass line bet with odds is too cheap to clear a playthrough on. If a Delaware site does publish terms, read the eligible games list before you assume a craps session counts toward anything.

What the dice cost in Delaware

The math does not change at the state line. Whether you play on a Delaware site or at a Wilmington pit, a pass line bet loses 1.414% of the money it decides over time, and the odds behind it lose nothing. The table below uses the same figures as every other page on this site.

House edge on five common craps bets
BetPaysHouse edgePer roll
Pass Line1 to 11.41%0.42%
Don't Pass1 to 11.36%0.40%
Place 67 to 61.52%0.46%
Field1 to 1; 2 pays 2 to 1; 12 pays 2 to 15.56%5.56%
Any Seven4 to 116.67%16.67%

The spread is wide. Place bets on the 6 or 8 cost 1.515%, close to the line bets. The Field costs 5.556% when the 2 and 12 pay double, nearly four times the pass line. Any Seven, the one-roll bet in the middle of the layout, costs 16.667% and pays 4 to 1.

Put that in money. A $10 pass line bet decided a hundred times costs about $14 on average. The same hundred $10 bets on Any Seven cost about $167. The first habit is the one that keeps a bankroll alive over an evening, online or at a racetrack casino, and the odds bet makes it cheaper still.

How to tell a Delaware online casino is the real one

The check is simpler than in most states, because the Lottery publishes the full list. A genuine Delaware online casino site carries the name of Delaware Park, Bally’s Dover or Harrington and runs on the BetRivers platform. The Lottery’s iGaming page links all three directly, so starting from delottery.com avoids lookalike addresses.

Anything else offering casino games to Delaware players sits outside the Lottery’s system. Offshore sites and social casinos answer to no Delaware agency, and nobody in the state can help you recover a balance from one. If gambling stops being fun, 1-800-GAMBLER is the national helpline, and our responsible gambling page lists further support.

Land-based craps at Delaware’s racetrack casinos

All three casinos behind the online sites also deal dice on the floor. Delaware Park Casino, run by the Delaware Racing Association at 777 Delaware Park Blvd. in Wilmington, lists craps on its table games page along with a guide to the rules. It calls craps one of the most popular and oldest games in America.

Bally’s Dover Casino Resort, at 1131 N Dupont Hwy in Dover, names craps among its classic table games next to blackjack and roulette. Harrington Raceway & Casino, at 18500 S. DuPont Highway in Harrington and linked to the Delaware State Fair, lists craps beside blackjack, Heads Up Hold’em, roulette and Spanish 21.

None of the three publishes its craps minimums or odds limits on the pages we checked, so ask at the pit before you buy in. The directory below lists all three with their addresses and phone numbers. For a trip further afield, our casino directory covers every state with dice tables, and how to play craps covers the basics.

The map loads when you scroll here. It shows 3 casinos; every one is also listed below.

Each Delaware casino here is listed because its own website or the state gaming regulator confirmed a craps table when we checked on September 28, 2026. Minimums and odds appear only where the casino publishes them. Tables change: call ahead before you travel.

One question worth asking at a Delaware pit

Before you buy in at Delaware Park, Dover or Harrington, ask the dealer how much odds the table allows behind the pass line. That single answer matters more than the minimum. At 2x odds the combined cost of a pass line bet with full odds is 0.606%; at 3-4-5x it falls to 0.374%, and at 5x to 0.326%.

Frequently asked questions

Is a Delaware online casino legal?

Yes. Delaware runs internet gaming through the state Lottery under the Delaware State Internet Lottery Regulations. The Lottery's iGaming page points players to three casino sites, Delaware Park, Bally's Dover and Harrington, all on platforms powered by BetRivers. You must be 21 years old and physically in Delaware to play on any of them.

Which sites make up the Delaware online casino market?

Three, each tied to a racetrack casino: Delaware Park, Bally's Dover and Harrington. The Delaware Lottery links all three from its iGaming page, and each runs on the BetRivers platform from Rush Street Interactive. There is no open market of competing national brands in Delaware, so any other site offering casino games sits outside the Lottery's system.

Can you play online craps in Delaware?

The Lottery says the three sites offer table games, but we could not open their lobbies from our New Jersey connection and cannot confirm a craps title. On the same platform in other states, BetRivers lists a live Craps table, First Person Craps and an RNG game called Go Craps. Check the lobby itself once you are in Delaware.

How old do you have to be to gamble online in Delaware?

The Delaware Lottery's iGaming page says you must be 21 years old and in the state of Delaware to play. Both conditions apply together. A 21-year-old visitor physically in Delaware meets them, while a Delaware resident who is across the state line in Maryland or Pennsylvania at the time does not, whatever their address says.

Who regulates online gambling in Delaware?

The Delaware Lottery. Its iGaming page presents the three casino sites and links the Delaware State Internet Lottery Regulations on the state's regulations website. That structure differs from states such as New Jersey, where the Division of Gaming Enforcement licenses a long list of private operators, each partnered with an Atlantic City casino.

Does craps count toward Delaware online casino promotions?

We found no Delaware welcome terms during our September 28, 2026 checks, so we cannot say. On the same BetRivers platform, the New Jersey and Michigan offers exclude craps and sic bo, and the Pennsylvania offer excludes craps along with roulette, baccarat and live dealer tables. Read the eligible games list before assuming craps counts.

Which Delaware casinos have craps tables?

All three. Delaware Park Casino in Wilmington lists craps on its table games page with a rules guide. Bally's Dover Casino Resort names craps among its table games, and Harrington Raceway & Casino lists it beside blackjack, roulette and Spanish 21. None posts minimums or odds limits online, so confirm those at the pit before playing.

Where is Delaware Park Casino?

Delaware Park Casino is at 777 Delaware Park Blvd. in Wilmington and is run by the Delaware Racing Association. It lists craps on its official table games page and its online casino is one of the three sites the Delaware Lottery links. The casino's listed phone number is 302-994-2521, shown in the directory on this page.

What is the cheapest bet at a Delaware craps table?

The pass line with full odds, or Don't Pass with laid odds. The pass line alone costs 1.414% and Don't Pass 1.364%, and the odds bet behind either one has no house edge at all. At 3-4-5x odds a pass line player's combined cost falls to 0.374%, lower than almost anything else in the building.

Is it safe to use an offshore casino from Delaware?

An offshore site answers to no Delaware agency, so there is nobody in the state to hear a complaint or help recover a balance. The Delaware Lottery's iGaming page links the three sites it stands behind, which makes the check easy. If you are unsure about an address, start from the Lottery's own page and follow its links.

Where can Delaware players get help with gambling?

1-800-GAMBLER is the national helpline for anyone worried about their own gambling or someone else's. Our responsible gambling page lists further resources and the warning signs worth knowing. At a table, the simplest protection is a session budget you set before sitting down and a firm stop when that money is gone.
